The Labour Department has engaged 12 non-governmental organizations (NGOs) serving the four designated districts and with experience in delivering training and employment assistance to job-seekers to continue to assist in the implementation of the revised Scheme, including assessing the eligibility of applicants, checking their documentary proof, vetting applications and disbursing allowances, etc.

The NGOs may also offer advice to eligible applicants on training opportunities and provide employment assistance as appropriate. These 12 NGOs, with their 33 service centres, provide a well-covered network and an easily accessible and efficient service to the applicants.
